The Haitian lawmakers of the 49th legislature have officially eliminated "Article 15" of the Constitution of 1987 which stated "Dual Haitian and foreign nationality is in no case permitted." This Article is missing from the newly amended edition of the constitution published in "Le Moniteur" this past Monday, May 16, 2011.
Now that the article of exclusion is no more, can the Haitian diaspora fully participate in the political affairs of Haiti? Not exactly! Only to the extent of voting in national elections.
The Haitian lawmakers have made provisions in the constitution to prevent millions of Haitians of the diaspora with foreign nationality to seek public office in Haiti. In other to become President, Senator or Congressman (Député), "you must be originally from Haiti and hold no other nationality" while filing the registration papers.
